Mr. Schachter is an attorney who has underwritten and originated HUD loans since 2010 for Housing and Healthcare Finance ("HHC").
During his decade at the U.S. Department of Housing and Urban Development ("HUD"), he rotated through the public housing, single-family, multifamily, and healthcare groups. In HUD's Mark-to-Market Program, he developed and led training for HUD staff as well as marketed the program to owners, attorneys, lenders, and consultants in 19 cities in 13 states and via national television and telephone broadcasts. He managed several housing finance and private agencies that completed the bulk of the Program's restructurings, authorizing their environmental findings and payments. He initiated the national rehabilitation escrow tracking policy; drafted corrections to rehabilitation escrow agreements, drafted national environmental policies, and negotiated with State Historic Preservation Offices (“SHPOs”). He coordinated several restructurings with Low Income Housing Tax Credits including the first with nine percent credits. In addition, he led HUD's assistance to the U.S. Department of Agriculture's Rural Development and the U.S. Department of Veterans Affairs.
Since 2011, he has also been a Member of the New York City Loft Board, a quasi-administrative and judiciary entity created by the State of the New York, and regularly participates in both the drafting of regulations and rulings over litigation. He has also led non-profit organizations and worked for the City of New York's Department of Housing Preservation and Development's Partnership New Homes Program.
